69 Chrysler 300 Horn Ring Assembly Removal

The horn only works on one of the arms. Trying to remove the horn ring assembly. Service manual says "turn counterclockwise". I'm turning, but nothing is moving. Does it unscrew, is it a 1/4 turn type of deal, etc.?
How do I remove without breaking? Any photos of the backside so I can see what I'm working with?

Center triangle plastic piece pops out and you'll see the bolts.
