As far as mounting them there should be two dimples in the metal of the tray support where they would of mounted.We restore Seatbelts. Rear shoulder belts were offered as an option. They were mounted to the rear package tray support.
Here's a 70 Dodge Polara/Monaco order sheet.rear shoulder belts were not mandatory until 1990 model year from what I can find. did you see another car that had them? what i mean is why/what did you see that makes you think there are such a thing?

People keep talking about package trays, but I don't see you asking about the rear seats. Are you asking about fronts? If so, I would advise not to do it. I have them on the '73 Gremlin of my Son's, and we had them on the '73 Maverick my folks bought new. They do not retract and if you adjust them to hold you in place you can't reach the radio, or much else, without releasing them. As for ragtops, they were not included because there is no roof; has nothing to do with a lack of a package tray. However, my car is equipped to have had them. Yes, I have two fasteners and one that inserts on my driver's seat, and three and two on my passenger seat. I display them at car shows. People who notice will ask why the car has so many belts! Ha!

The only way that would work, short of mounting them to your door, or getting an extremely long belt to mount somewhere in the rear of the car, would be to find some modern seats that had the shoulder belt mounted in the chair itself, like on the newest Chrysler Sebring ragtops. Yes, my front seats have all the belts for the car if it were a hardtop or sedan - the lower ones. The passenger seat has three connectors, one for lap, one for the middle seat, and one for the (missing) shoulder belt. I've always wondered if somehow the person who installed them seemed to miss the fact that the car was a convertible. The extra connector on both front seats have no purpose - beyond a hilarious discussion at a car show. The insert section for the middle seat/bolster is on the driver's side.
