Here is a copy of the letter from Chrysler to Law Enforcement announcing the new police package R-bodies for 1979:

Gorgeous car . What year is the interior, steering wheels etc from ?

Thank you! The interior is the original 1979, with the following changes:
- Seat covers from Autocraft, bought via POR-15 (the rust paint company) who was doing upholstery resale in the 90s.
Apparently Autocraft was purchased, then the new owner company, LeBaron Bonney, went bankrupt.
- Dash pad recolored with Sem Camel Tan, which was close to the OEM color.
- Glove box lid colored black from the original tan.
- Carpet and mats from ACC, but they have faded a lot.
- Steering wheel is from a 1974 Newport that I leather wrapped the rim (no padding).
- Radio is a digital AM/FM/Cassette from a 1997 Dodge truck.
- RCA radio head unit added under dash, just for looks.
- The hood release handle on the dash is broken off and still works, but I have an NOS replacement yet to install.

Some more of the interior (a little dirty):
