Is there a process to attached the curved collar (picture) to the steering column?

I just picked up a '67 300 and it's missing the fan shroud. I've done some searching online but cannot locate anything for the C body 26". Any suggestions? Has anyone tried a universal aluminum from Summit? Many thanks!
