Make sure the engine is not stuck. A bad battery cable or connection can do this. Beyond that hard to help without knowing the car, engine, year, etc.

How about 1967 Imperial with the longer snorkel? And the top that accepts a pie tin. I've owned 2 of those jewels. Then 383 2bbl and 440 low horse air cleaner has one short snorkel and the top won't take a pie tin.
