    I painted the splines using Hobby Fine Brushes sold in a package of 10 @ Hobby Lobby they are small plastic handle with sponge tips. They worked very good i think they were $4.99 a bag.

    I used cleaning vinegar to remove the rust from the road wheels i am putting on my wagon. I soaked absorbable puppy pads then wrapped the wheel with them and let them sit for about a week then was able to use a wire brush green scotch pads to remove all the residue.
