    The steering wheel may be made from the same plastic as older screwdrivers. It may be developing "mange". I read somewhere that the chemical you're smelling is the same chemical that gives off the aroma from vomit.

    I'm not sure about residential, but in commercial and institutional construction, fire dampers are placed in these locations that close when heat is sensed.

    As a previous owner of a Colorado car, I can vouch for the minimal rust thing. My previous '73 was driven though, and the unibody and stub frame were still quite pristine, inside and out.
