    Electric seat power.

    Not sure if this helps but if you are testing outside of the car, is it because the seats do not work when installed and hooked up? I had this issue AND 12 volts at the wire. It ended up being a bad connection on the relay behind the driver side kick panel. Just a thought..

    What is your idle set at? If you have a tach, throw it on there and see if you are in spec (or not). Just a thought.. the only other thing I can think of is if someone mucked around with the adjuster on the steering box and it is binding slightly at idle rpm.. Good luck
