I think the studs on the inside edge of the pad go through the frame. Its been 5+ years but I recall using a long wobble extension and initially finding the nuts without the drive attached. A round finger drive or stubby drive comes in handy.

Removing the windshield should be a last resort. First remove all the retaining nuts from the back of the pad. You may find that it will slide out with some persistent and gentle wiggling. Don't know if it is the same but I removed the pad from my 68 Monaco that way. Don't know if it will work...

The seller did the right thing after some significant encouragement and the POs actions represent an all too common attitude towards our cars. I know the guys at the local cruise nights that share that attitude. I have fun parking next to them then laugh as I watch them move their car to another...
