Would they have put disk brakes on the front for a 440 car? I think in Canada it was required with that engine yes? Is there any trace of paint on the fender tag?

I was going to say, before you said it, that the LED's won't flash. You'll need to modify the flasher relay, it's based on current draw.

The wheels / tires from a 300m (225-55-17) will fit on the rear of the '67 Monaco. Tire diameter is really close to original (G78-14), but is wider. Eye-balling it, tire is centered in the wheel well, with room for a finger between the backside of the tire and the leaf springs. I'll be trying...
