Why would a real seller pay for shipping and grant a three-day inspection period (implying a money-back guarantee)? If it sounds too good to be true, it most likely is.

To the best of my Knowledge, no C-body sold in Europe after 1969 (or even earlier) was assembled in Europe from parts. They all came built to European specs (mainly, with a KM-speedo) right from the respective US plant.
How did the locksmith read your lock? Did they insert a blank and wiggled it in the lock so it would leave marks on the blank, and then they cut the blank accordingly? Or did they have a special "reading tool"?
As The Goose already mentioned, remove the back seat, tape a Screwdriver to a broom stick and use that to slightly rotate and thereby unlock the lock mechanism from inside. It works.
I recently inquired with a German shipping agent about importing an old car from CT (whch didn't have a title either) for a friend. The reply was that the car can be imported without title, if the following documents can be provided:
