    Check to see if the proper hose is getting cold with the A/C running. If it is nice and chilly, chances are you have issues with the vacuum controls or the associated components. This is a rudimentary check, but it could give you at least some information.

    This thread is a bit old, but might I suggest an Allen ratchet attachment on an impact gun? I have had a lot of success with that combination. Combined with heating/cooling and even without it, it should prove most effective.
