Depending on the manufacturer the shoes might have a rough finish to them. After a couple of hundred miles this burns off and the shoes need to be readjusted. This is common. Quick question how was the brake pedal after the rebuild. Also it wouldn’t hurt to take it back, any reputable shop...

Usually a low pedal is due to improperly adjusted brakes. I would suggest checking the adjustment on all 4 wheels prior to doing anything.
