This is a pre-owned vintage model in used condition. It was manufactured using cellulose acetate plastic materials which were quite typical of these models of the 50’s. Warping, waviness and bowing were quite common with these early promo models and is not un-expected. On this particular model, the Friction gear is bound up. There is light frosting on the windows. The body shows some bowing and minimal signs of warping. The plastic body has a metal plastic plate. The model is being sold as-is. Probably a fair price as it is complete and considered “minimal warpage” condition. Most are missing wheels, broken bumpers and warped much more. Incidentally this is a toy model sold in stores. The actual “Dealer Promos” have working torsion bars instead of the friction motor. Doesn’t really affect price in this condition.

I don’t recall ever seeing a fuselage model kit or a promo. There might be a four police model some one offered.
Another possibility is in the resin kit market. These kits would require a donor model kit for engine, chassis plate etc.

that isn't a Promo but an old kit from AMT/SMP

No Fuselage models have been made back in the day.
There are several Resin models which came out in the last 20+ years
