The State does not matter, what matters in each persons interpretation of minor rust, because its all different

Most people in the northern rust belt states are used to rusted frame rails, full quarters etc.
While a lot of people in southern california or Arizona are getting mad already if the rearwindow chanel, trunk floor and lower quarters are rsuted. Often these cars would be (nearly) considered rustfree in Ohio&co

When I was at the mopar nats in columbus I saw a lot of nearly rustfree cars according to the sellers which I would call "rusty" by my standarts. And I am not scary when it comes to rust
