This car was featured a few years ago in Popular Hot Rodding magazine. Then showed up for sale on Louisiana Craigslist for around 11k if I remember correctly. Disappeared from Craigslist about 2 months ago. Appeared to be nice when it was on Craigslist, unfortunately the Craigslist ad was not very descriptive and the car sat there for quite awhile. So the dealer (flipper) probably snagged it for well under the asking price.
I have no issue with an individual or dealer buying a car, applying some elbow grease and money and turning a profit, but based on the condition of the car when it appeared in the mag, versus the pictures of today, I would say that there was no value added by the dealer.
