convertible 1922 were made,440, original 62k miles ps, new brakes,new top,new interior,new paint,runs smooth,drives nice, second owner,

Looks nice at first glance, nice colors, awfully cheap for a 69 300 convertible.... are those quarters correct? Whats doin under that newer paint?
 
The blue is a 1971, the other three are in 1970. I am 99.99% certain the 1969's are the same. I have a feeling the 68's down may be painted like that but I really am unsure. In the photo of the 69 dont I see a bit of rust stain from water that got under the mat?
