This is a 1969 Dodge Polara 4 door hardtop. It would make a great cop car clone. It has a 383 engine with column shift automatic. Not currently running, but it doesn't look like it would take much to get it running. Very nice southwest desert body. All glass is intact. I think we have seen this one before, a year ago or so... A non running more door with completely destroyed interior won't give him $1500 IMHO.
