Out west they certainly do. I mentioned in another thread being in Regina in January and it being -40 degrees. I noticed in public parking lots they had provisions for block heaters to be plugged in, as every space had an electrical outlet. I guess when it's that cold oil turns to molasses.
 
It was very common at motels in northern most New England to have plug in posts outside each room. Not so any more. I'd say they more or less dissapeared as the mom & pops got replaced by chains by the 80's.

Im certain it was never an option except maybe as a dealer installed option. Like chains. The factory never offered chains. Nine times out of ten a block heater was a J.C. Whitney thing.
