1978 Wiper problem, not the usual one

The last time I drove my New Yorker the right wiper stopped working. Today I had time to take a look and the prone to failure Wiper Cam Bushing is still in place and OK. But the rod that connects both wipers is lose and was just laying around. How do I reconnect it to the wipers? Is it secured somehow?

This is the rod that connects the wipers. Someone must have been working on it and didn´t put it back together the right way. I think the rod must be secured somehow to the wipers.
