2 things: what is it? Slop removal

Hey all,

Went in to troubleshoot a issue I was having with the convertible top on a 67 Newport. When I remove the instrument cluster I found this cable that attaches to the back of the instrument cluster. It's connected to a knob under the dash. I have no idea what this does. Secondly, I noticed I've got quite a bit of slop in the column shifter. It looks like it's attached to the mechanism on the steering column. Am I missing a part in the pictured area or is it just sloppy after all of these years.

1st cable: Trip odometer reset cable?

2nd: Gear shift indicator clip on lever, clips onto steering column and has been known to break where it clips in.
