My 68 Monaco 500 has the same set up with the single head rest.

I wonder how many people ordered cars, got the single head rest, and were pissed as hell at the dealership for not telling them or explaining that the reclining seat came with one but the drivers seat was an available option but must be ordered separately.

in 1969 the codes for headrest were as follows,
C 28 - only right head restraint
C 31 - left and right head restraints
C 32 - delete head restraints
mine has a C28 option for passenger comfort
