North Dakota is generally pretty rust-free. South Dakota has a few rusty areas, but is also considered fairly rust-free. Minnesota is the King of Salt, and requires a lot of looking to confirm the condition of a car from there. This, being from Fargo (and very close to MN) would require a PPI and a thorough look, IMO. I wouldn't dismiss it out-of-hand as "over-priced rusty junk" without seeing it.
