69 Fury Carter carburator choke will not fully open

I have a question about the throttle plate on my BBD Carter carburetor on my 318 69 Plymouth fury. The choke will never fully open. The vacuum diaphragm is only to open the choke part way when starting. There is no spring that allows the choke plate to open. Is the thermostat supposed to allow the choke to open or actually aid in the choke plate opening? It is the kind that is seated in the intake manifold with the coiled metal wire. It appears to me it is made to push the choke plate closed not open.
 
1) How closed is "not open?"
2) Does air pull it open when running?
 
the spring pulls the choke closed. as the intake warms up, the spring releases tension. the pull-off diaphragm tries to open it any time there is vacuum to it. as the choke spring loosens ,the pull-off overtakes it and opens the choke. sounds like you have either a binding choke plate,mis adjusted linkage or a weak pull-off diaphragm.
 
The pull off is to open the choke slightly for some air allowing fast idle. The spring in the divorced choke well on the intake unwinds as it gets hot opening choke fully when engine is at operating temp. You have some thing sticking or a clogged heat crossover.
 
Thanks for the help. I guess I was able to figure this out with your help. The choke moves pretty easy. I had to adjust the divorced choke so that the choke plate would fully open when hot. I think I need to get a new choke spring. This is a new car for me and I have not it driven much, it is not street legal now. My son and I rebuilt the motor so the intake was cleaned well. Thanks again.
