Either the seats got the new covers and they weren't replaced, or there never were any headrests. My 69 300 with bench seat doesn't have them.

Headrest were mandated 1/1/69 so some 69's may not have them.

Mine was an early build. 9/25/68. In the second pic you can see there are no headrests.
