'71 Fury horn buttons no "give"

Three spokes and 3 buttons, when you press them they don't move. I suspect the wheel has been off at some time. I hate to be without a horn. Ideas?

i would remove the screws from the back of the spokes and investigate. it should be something simple to fix.
 
I'd guess old and hard rubber/plastic components are the culprit. Inside those buttons (at least on mine) are some small silicon pucks impregnated with metal powder or tiny beads. When they're compressed, they create continuity.

How do you get into it, without breaking the black plastic center piece? (there are no screws on the back of the spokes)
 
The center plastic trim piece pries off, then three screws underneath to remove the plastic horn switch body from the steering wheel and allow access to disconnect power and ground wires.
