Actually he's probably talking about jumping the seatbelt interlock. Under the hood is a red button to start it wiithout buckling the seatbelts. If you have something thrown on the front seat next to you, sometimes it will depress the seat enough to trip the interlock and people don't think about it, so they think something is "wrong" with the car.

Seatbelt interlock was 1974, USA production cars only. Cars for other markets don't have it.
