Your scrapping laws must be a little easier to work with in than PA. You cannot scrap a car in PA without a title.
You aren't supposed to be able to scrap a car in New York without a title (post 1973) or registration (pre 73) but it happens. I've known shops that have had beat up customer cars stolen for scrap.

I think that's applys to salvage yard here in NC as well. It's ok for rednecks to scrap here though. Article 15. Page 3. Section 4. State Statue

You just gotta know which one to go to. Even the most lenient bender of the rules would surely balk at someone bringing in there ex-wives 2012 impala, but some rotted out 71 maverick with a bush growing in the back seat... No problem
