Seriously... It's a foot rest. My Dad made something similar for one of his cars (new 68 300!) to rest his right foot on during long trips.

channel changer for radio?..belive there was a mopar floor mounted switch for changing radio stations although have never seen one or know where they were located

The channel changer looks identical to the floor dimmer switch and is located just below it.
