Yes, I'd say it's worth no more than 7-8K, the engine bay looks dirty for a car with claimed low miles.
 
ATC II isn't impossible to fix, as is the first edition, but with 109K miles and the issues it has, it is a $3K car maximum these days. No one wants such a heavy car with that high mileage and so many options that don't work. Two doors would make it worth more, but not much more.
 
Having seen the '71 I posted recently and looking more at these I'll be slightly more generous and go $4k, and it would be $5k with complete AC system and working headlight doors. This one is a much better starting point at the revised prices we are suggesting.

The seller of the '71 noted that he had seen ones like his online like this white one for $15k. I explained the economics of doing a minimal refresh on it spending $5k to have a $5k car (with a lot of DIY) or spending $25k to have others do the car and end up with a $15k car (not a perfect resto either, of course, but a decent DD or local show car).
 
Somewhere between $3-4k would be fair.

I myself wouldn't be interested in any ATC car....
