Wow. It pays to shop around. The 'ratty' guy is asking about 60% more for (per the photos and descriptions) a far inferior car. The Norfolk listing looks to be a nice car for a fair price.

Dang and I found a 65 Sport for $2800 that was in much better shape than "ratty". The norwalk car looks to be a pretty nice car and yes the money really isn't that bad for the quality the car looks to be in.
