Drum Brake Wheel Cylinders

1968 Chrysler New Yorker 440 4 dr. Okay so I have one leaking wheel cylinder that has a real bad leak, on the drivers rear. I know how to replace it. But I have a question. Would there be a possible chance that the brake drums be rusted onto the axle flange surface? If so how do I go about removing it without causing damage? Anything else I should look out for?
 
Yes, they could be rusted.

I clean the axle flange with some sandpaper and then heat the area right around the axle flange an oxyacetylene torch. It doesn't take much heat and you may hear a pop. That will be the drum releasing from the axle flange. A few blows with a deadblow hammer may sometimes help too.
