Exhaust heat control valve

The heat control valve spring, cover assembly is completely undone on my 65 New Yorker and it sounds like there is an exhaust leak coming from that area. I recently replaced the flange gaskets and flange bolts and I keep checking them to make sure they haven't come loose. Is there a way to bypass the heat control valve for now until I get new headers and exhaust?

remove assy, weld it in the open position and reinstall. if you dont have a welder most exhaust shops can do this for you. hope this helps
