I believe it means you can take that paperwork to MVD in California's and get a title. Other states you better check beforehand. Here in AZ the tow yard gets the title in their name before selling.

I like the car but the front suspension seems to be riding low...177k for the millage? The interior does seems very nice for a CA sun baked car. Must have been garage kept.

For a CA buyer the car is $2335 so not likely a sale here as Craigslist buyers here are super cheap (so many cars) and don't like back fees.
