I rebuilt the one on my 67 Barracuda, when I was done I couldn't pry the plate off with a screwdriver.
First up kink the tabs half way to about a 45^ angle.
Assemble and grease up then with a pair of C-Clamps clamp the cover to the housing.
With a drift (flat punch) drive the tabs in.
Although I pinched one of the tabs as a result of c-clamps, it is solid.
Do it right there is no need for this silly clamp.

I agree with MrMoparCHP....This is how I do mine as well. But that clip sure does make things a lot easier. ;)
I bought two of those clamps and my NZ buddy got two. I'm shipping him his two this week
