Hard time with a fender Plate decode? '66 Plymouth Fury 4DR HT VIP

Good afternoon, Been scouring the net trying to decipher this fender plate, and not having much luck.
Canadian Car... not sure if that matters...

Figure someone on here has the proper books or knowledge to assist...

Any help is appreciated...

That fender tag is for a '67 or '68 MY vehicle.

I got this info from dodgecharger.org and not all the codes get decided accurately, just keep that in mind.
