Your asking the wrong guy, my guess for the sake of discussion would be that a M or H price class would standard power steering, the E makes it kind of neat because someone really low lined/priced the car. Then there is the loss leader Sunday paper ad car that was sold when you get there and you are talked into the M price class.
 
PS was optional across all models or included the Basic group.
We forget that cars in most lines came with few items standard like they do today.

My grandpa had several Mopars in the 60's and 70's.....all without PS and PB. He was an old man than too. Took forever to parallel park. LOL!
 
Both my '78 and '79 New Yorkers were special ordered. I'm personally aware of my '78 being a Chrysler executive car. Perhaps the term special handling means something different from 1968 but I suspect any variation regarding options or how the car was handled was "special". I cannot remember how my '70 Fury III "Pursuit" is tagged but I suspect the same notation.
