Name this piece!

Hello! Well, working under the Engine Bay of my project restoration of a 1968 Polara Coupe. I came across this odd piece of sheetmetal! It's obvious it's part of the Splash Skirting as it had a deteriorated piece of hardened rubber attached to it. So, rolled over to the other side to see what it looked like, and found that it did not have one! Nor was there any mounting holes in the frame for it? Any ideas as to what this one piece's purpose is?

Man, I've seen something like this before, but I'm kind of stumped. Which side did it come from?
