Power Steering Pump Issue

Gentleman I have a problem,

I had my starter die on me last night and we had to push my car around to get it in a workable place. Now the power steering pump is not functioning. I have tried the standard air bleeding procedure but with no success. Its the federal/trw style pump thats been rebuilt by Lares. The belts not slipping either.

Anyone have any suggestions as to what it might be?
 
My buddy just had this issue on a Chevy. We jacked it up just enough so that the tires barely touched. Started the truck and turned the wheel to each side, watching the fluid in the pump. the pump primed it's self, added more fluid and it worked fine after that. If you have two people, have one guy look in the pump while the other turns the wheel. The fluid should move when the wheel is turned.
