Seatbelt Nuts: Captive?

Are the nuts that the seat belt bolts thread into captive? I.e. if I unbolt them from inside the car, do I have to have someone on the other side keeping them from turning or falling off?
 
That just removed the whole excuse for why I haven't fixed the routing on my belts. Thanks.
 
There is a nut welded to a plate which in turn, is welded to the underside of the floor. It is NOT just a nut welded to the floor. It has a reinforcement plate which helps to keep the belt mount from simply pulling out of the floor, in the event of a collision.
