Torque strap

Anybody know which cars received a torque strap? Was it part of a trailer towing package?
 
Just taking an UN-educated guess, I'd just like to know why some cars got them when others didn't. I can't find it listed in my parts book, so I thought maybe it was part of a package.
 
Back in the day (1980's) a friend of mine used to buy old Mopars and fix them or part them out depending on condition. He only found these torque straps on big block C bodies, now we have a member that has a small block Polara with one. Did mother Mopar have some kind of rhyme or reason? Mopar...for every rule there's an exception.

There are two different part numbers
9-64-35 CABLE, Engine Roll w/Auto Trans
318 - 2951589
383/440 - 2951590

9-64-36 SPACER
9-64-37 BUSHING

My 318 car that has one also has SureGrip
 
Is that part number is from a 69 parts book? It's not listed in my 72.
