That connects my instrument panel to the rear body lighting harness. 1970 300.

There's a 6 cavity plug that carries the rear tail/stop/marker/ back up lights. The manual shows a drawing of the instrument panel end. There is no drawing of the body harness, only a schematic. Next to the plug is a pair for the driver's door pin switch. Under dash is busy with harnesses and air conditioning ducts, can't see much.

I'm guessing the harness runs somehow along the driver door sill, and back to the trunk. Hoping the plug could be behind the kick panel, or under carpet, and not up behind the duct work? One conductor, (black), for the running lights is open, and i suspect it's pulled from the cavity, or the 6 pin is only "half way" plugged in.

Has anyone noticed this, after pulling the carpet and kick panel?

This was correct. It's in a body cavity behind the kick panel. I also found the source of the original problem, which was no running lights in the rear.

Power for them goes through a black wire. (Which is +12V, not a ground). From the kick panel, it goes aft to the trunk. It's first stop is at the driver side rear side marker light. It's somehow spliced to the marker light black, and the next black, which feeds all the tail running lights, and the passenger side rear side marker light.

Since I haven't yet taken it apart, I don't know how they connected all three wires together. I only know that wiggling and pinching the spliced area makes the lights go on and off. I'll have to cut away a bit of that "Chinese finger pull" loom and electrical tape wrap to see what they did.

They are soldered type junction. Likely the solder has hardened and fractured. It may be as easy as unwrapping and re -soldering. The electrical schematic with the wire color is your friend. Chrysler rarely used any ground wire. Probably a total of 3 or 4 on the whole car.
The vinyl wrap and cloth tape to make the harness look original again is available.
