Yellow Paint on Original Wheels

All 4 of the ( I assume original) steel wheels on my 1962 New Yorker have a bit of yellow overspray around the center hole. Does anyone know the origin of this and why it exists?

Many have seen this on stock wheels, even the spare. Has not a solid explanation for it yet, many theories.

I had a 78 fury wagon and all 5 where done in yellow by lug holes.
