How to install and use small seatbelt buckle of Imperial 1971 deluxe

A question about the small buckle seatbelt of an imperial 1971 deluxe with bucketseats.
The frontseatbelt at the co-rider ( right side) has a small buckle with a loose small chrome bracket. Beside the two normal buckles for the lap belt and shoulder belt.

What is the purpose of the small buckle and how does it work? How do you use or install it? How does the small buckle work together with the loose smaller chrome buckle. Or do I miss a part?

Are the mounting bolt ends of the small buckle belts attached to the outer seating position belts, as in sewn together or use a common mounting piece on each side? IF they are attached, then as the most common seats were probably the split bench or solid bench, they could catalog ONE belt for each interior color for the front seats, no matter the seat configuration itself, that model year. Just my theory that the parts book might or might not verify.

Just some thoughts,

The small buckle one is sewn together with a bigger buckle belt (standard size), but how is it used ? I have a loose chrome bracket that fits the small buckle. Dont have a clue how you attach it to the other belt.
 
My point was that with the lower-production of bucket seats on Imperials, they built ONE seat belt (for each color) to fit all seat options. In the case of bucket seats, with no "buddy seat", they would just be "there". Saved the corporation money in the process.

Still don't get it. If it would be a standard for all and redundant for the bucketseats why is this female buckle smaller and no other male in the seatbelt setup in the car fits. This would be also the case in benchseat cars.

The loose chrome male bracket is of a different smaller size then all other male buckle seats. I am little lost why put it in when it does not match any configuration not even in a bench situation.

In the pictures you can see left the normal male size 8 in total in the car 3 in the back and 5 in the front. Right the only odd small size female and the loose chrome small male…..
