Hamtramck Historical is a great place to send that. It will be put on the website for the owner to find by searching the VIN, and it will be sent to the owner free of charge when they prove ownership.

Forget about the other places that charge for returning paperwork to the owners. Or the others that don't even have a web site or a search function in their "private registry" so the paper work is not available to the owner of the car. Not good.
