Looks like surface rust. I would just cover it in Krown Rust Control | Protect your vehicle from its worst enemy, rust. Spray it on the oustide of the rust, and most importantly all the inside crevices, rocker panels and frame. I'm sure this would help keep preserve the car in its current form.
