The '63 B-body did have the anchors; they were filled with rubber plugs in the threaded holes. We also had a 1961 Valiant around the same time. It came with seat belts (at least in the front); perhaps because it was a V200 model.

Back in the mid 1970s, my brother had a 1963 Plymouth B-body four-door, slant six. The only option it had was an automatic transmission; no reverse lights, no radio, no seat belts. It also had no model designation; the only name on the car was "Plymouth".

This ring and contact typically get dirty and corroded. A simple test is to turn the wheel and press the horn at the same time. These contacts are under the steering wheel; you would have to pull the wheel to get to them.

Check to see if the drums and/or the shoes are glazed.

The valve cover appears to be from the 1970s; so you might want to check the numbers on the engine.

The popularity of these peaked about forty years ago in Detroit. However, all I saw was the bare chrome rim; the wire portion was usually missing. My guess is the basket was either stolen, or removed to prevent it from being stolen.

Factory systems usually had the blower motor in the same space as one of the rear shelf speakers. If your car has an aftermarket stereo, the installer may have removed the motor and replaced it with a speaker.

To sum up: engine and transmission replacement... on a rusty convertible.

I believe the grille and taillights would imply a 1978 model.

The front end looks like a 1964.
