On another post GregG48203 mentioned his brother's 63 Plymouth did not have seat belts. I though the 1st year for front seat belts was 1965, front and rear 1966. Apparently, I was wrong. I found this on a Google search:

"Seat belts became mandatory in the U.S. when the federal government began requiring them in all new cars in 1968, and individual states later passed laws making their use compulsory for drivers and passengers, with New York being the first in 1984. While some states, like Wisconsin, had already required the installation of seat belts in new cars starting in 1961, these were not yet mandatory for occupants to use.

  • 1968:
The U.S. federal government mandated that all new passenger cars must be equipped with seat belts in the front seat. However, this did not require drivers or passengers to wear them.

    • 1961:
Wisconsin became the first state to require the installation of seat belts in the front seats of all new cars.
    • 1984:
New York was the first U.S. state to pass a law mandating that all front-seat occupants wear seat belts.
    • 1986:
California enacted its mandatory seat belt law, which went into effect on January 1, 1986."

I believe the first year they were optional in a Mopar was 1963, but I could be wrong. I do know that in 1963, there were seat belt mounting plates in the front floor. None in the back.

My '65 Barracuda came with the optional front and rear seat belts. My '65 300L did not originally have them, but the PO added the fronts. The rear floor pan had dimples for drilling the holes for the optional (sometimes dealer added) seat belts.
