i knew i would get some interest, i am retired trade myself, and have to disagree that that is original paint - Happy to be proved wrong but this would have to be via first-hand knowledge of that actual car/no more speculation.
Hmm, 40K. Well looking around to get an idea of what a Grade 1 VIP would be I find a 30K value. Now I took the value for a 2dr. Monaco farther up and adjusted for inflation and got 31K for today. Now if he wants 40K he needs to go to BJ or Mecum and try his luck since he needs people to lose their mind which happens at those auctions. However, a Facebook ad is basically directed to the general public where you aren't going to find those buyers who lose their minds.
To get an idea how far off he is take a look at this 1979 Lincoln Town Car Executive Sedan with 15,000 miles and for sale at 27.5K at 13 weeks so far. I mention it because I have seen this car up close and personal and sat in it. A fellow Cougar Club member owns it among some 20 other cars besides a few top end Cougars. This car is freaking gorgeous and the ad is where? Facebook.

Actually built in this century and you should see the garage where this car along with two newer Corvettes, a Cougar GTE, and a Lambo V10 are sitting next to it.That's the perfect car for an 80s McMansion!
Post image of the VIP fender tag, please.
