All that and manual brakes, would be nice to see the VIN or fender tag to confirm its an L Code car. The trim is right for a "base" Polara.
 
I had a red one years ago and it didn't have wheel lip or rocker mouldings.
 
I did a search here in the "not mine" forum for all 1968 polara converts, there were maybe 6 of them? And 4 of those had 318's. I'm surprised that this one, with a 440, doesn't have power brakes. If this was a Canadian car with a 440 I believe it was "the law" for it to also have front disk brakes.

What about those cross-braces you see sometimes under the hood?

Regarding the rocker / wheel trim -> is that the j4 fender code? I would have thought that all Monaco's and Polara's would have had that. For '67/68.
 
Looked at the 1968 Polara brochure & every car pictured had the wheel trim & most had the rocker trim. However, there it was listed as an option for all cars except 500 (standard) but not available for wagons despite the pictured wagon having wheel lip trim. The original buyer was very frugal with options with the exception of the motor, apparently he wanted a go-fast stripper.

To my knowledge all 1967 C's with 440HP came standard with power discs & HD suspension but in 1968 this was optional. The fender braces came with later year slab manual transmission C's to limit firewall flex & fatigue from the heavier clutches.
 
Sold it like 13 years ago, probably shouldn't have. It was a really nice Northwest Survivor car, ended up going to Europe. Guy bought it to flip and liked it so much once he got it home he kept it.

I'm not a construction engineer but this setup looks sketchy.
Half the supports up to the roof are perched midway between the columns, and that steel looks like it is 4", although it might be 6".
It's hard to tell if it was a barn that got chopped up and skinned in metal, or a metal building that got some timbers added for 'warmth'.
Good thing it's in TX and not a snow state.
